Patrol Division

The Fremont Police Department Patrol Division is responsible for responding to and stabilizing dangerous or violent situations as well as initiating and often fully investigating criminal investigations. These functions are supported by specialized units including Canine Officers (K-9), Crime Scene Investigators.  Traffic safety is also a significant responsibility of the Patrol Division.  The Communications Unit is another major component of the division serving as a public safety answering point for both fixed and wireless 9-1-1 phone service, as well as law enforcement communications in the city.  Our patrol personnel are managed by lieutenants serving as Watch Commanders.  Patrol officers are assigned to one of three zones of the city, and are supervised by sergeants.  The Patrol Division is configured in a team structure and works together to direct enforcement toward offenders causing the most harm to the people we police.  A Community Oriented Policing philosophy and Intelligence Led Policing strategies are the foundation to our mission of Public Safety through Professional and Effective Law Enforcement. 

Patrol Division Commander Kimberly Petersen

Captain Kimberly Petersen oversees the Patrol Division which includes the Patrol Officers and Community Service Officers who respond to calls for service, the Traffic Unit, the Communications Unit, and the K9 Unit.  

Captain Petersen has worked for Fremont PD since 1996.  Her career includes experience in Patrol and Investigations.  As an officer, she served as a Field Training Officer, a Firearms and Rifle Instructor, an Arrest Control, Baton and Self-Defense Instructor, and as a Spanish translator.  She was a member of the SWAT team for 11 years, serving as an Operator, a Team Leader, and later as the Tactical Emergency Medical Support Team supervisor.  She has a B.A. in Human Biology from Stanford University and an M.A. in Security Studies from the Naval Postgraduate School.  Prior to life in law enforcement, Captain Petersen played soccer for the Stanford Cardinal, and later in Japan's professional women's soccer league.
